It's fair to say that Canada sets a good example for other nations to follow. Today, Canada seems to have struck a good balance between allowing land-based gambling to be a fun pastime, but with reasonable laws aimed at controlling problem betting. Citizens here may find gambling more restrictive than in other provinces.
The Gaming Control Act of Ontario (1992), for example, aims to control the growth of gambling industry by targeting certain betting practises, such as lottery games. Note: Depending on which of the country's ten provinces they live in, Canadian citizens may see varying forms of legislation.
